Tor Browser in short
Tor Browser is a modified Firefox that sends your traffic through three volunteer run relays before it reaches the site. Each relay knows only the step before it and the step after it, so no single party sees both who you are and what you open. That is a stronger anonymity model than any VPN can offer, because a VPN operator sits in one place and sees both ends. The price is speed and convenience. Pages load slowly, many sites show captchas or block Tor entirely, and only the browser is covered.

Tor and a VPN compared

When to use which
Use Tor when the question is who is reading or writing: researching something sensitive, contacting a journalist, reaching an onion service. Use a VPN when the question is where you are and what the local network can see: public Wi-Fi, a filtered campus, a service that checks your country. The great majority of daily needs fall into the second group, which is why most people find Tor impractical as a default browser.
Neither tool protects you from yourself. If you log in to a personal account through Tor or through a VPN, that account knows who you are.
Using both together
Connecting the VPN first and then opening Tor Browser hides the fact that you use Tor from your internet provider and from the local network. They see an ordinary encrypted session to a VPN server. It also helps on networks that block Tor's entry points. The Tor network still does the anonymising, and the VPN only changes what the first hop looks like. The opposite order, Tor first and then a VPN, is complicated and seldom useful.
